This small female is a dwarf - a term currently considered offensive - this short stature lady has a relatively large head and her facial features are perhaps slightly suggestive of a facies of achondroplasia (see "Clinical Eye Openers" and another image for greater detail).
Signs > short limb dwarfism > normal finger proportions > near normal facial proportions except that then the hands are too small.
Comment > imagining the subject nude, the legs would be extremely short which is not the impression that the arms produce ... perhaps the artist did not depict this subject accurately.
